Can I still vote in person?
You can still vote in person in Oregon. Each County Elections
Office provides privacy booths for voters who want to vote in person or voters who need assistance.

I was denied this. I am disabled veteran and due to my disabilities I can't wear a mask.. My right to this was taken away and since i couldn't insure my vote would be counted I couldn't vote... Yet Oregon says this is OK widen and merkley ignored me... Oregon committed election fraud

The National Popular Vote (NPV) Interstate Compact does not go into effect until there are enough states equal to the 270 electoral votes. We have passed the bill in Oregon, but it is on hold until more states join the compact.
https://www.nationalpopularvote.com/state-status
So for that to go into effect more states would have to adopt the compact. Currently there are 196 electoral votes committed to the NPV. Virginia is considering joining the compact with another 13 votes. Attaining 270 votes doesn't look like a possibility for the 2020 election. So the scenario you have proposed here does not look likely, but it is of great concern for the future. What might be a better approach to defeating this would be to get behind candidates that will repeal the NVP in Oregon.
I would always encourage you to monitor your election process. Political parties and candidates are entitled to have volunteer observers during the election process. The vote by mail manual is available online to know the rules: https://sos.oregon.gov/elections/Documents/vbm_manual.pdf Study this manual and organize your group. Let your county clerk know you want to do this and they will accommodate your requests. You have a right to do this as and individual too.
Oregonians for Fair Elections is always trying to hold our officials accountable to the process. You can find us on facebook and at our website: www.oregoniansforfarielections.com
